The Fourth Judicial District Department of Correctional Services is an independant public agency created and established under Chapter 905 of the Code of Iowa to provide community correctional services to the nine counties in Southwest Iowa that comprise the Fourth Judicial District.
An early community-based corrections program was established in the Council Bluffs - Pottawattamie County area in the early 1970’s funded as pilot projects through the federal Law Enforcement Assistance Act (LEAA.) At this time, services provided by this program as well as by the Division of Corrections within the Iowa Department of Social Services.
In 1977, through innovative legislation passed by the Iowa Legislature, the Fourth Judicial District Department of Correctional Services was established and it assumed all community corrections functions in the District with the exception of state parole and work release which remained under State control. Also, in 1978 the first District community Residential Correctional Facility was opened in Council Bluffs.
On July 1st, 1984, the State Legislature turned over the administration of adult parole and work release to the District Departments of Correctional Services from the Department of Corrections.
