Mark C. Foreman was named the warden of the Iowa State Penitentiary (ISP) in Fort Madison in May 2025. A distinguished leader with more than 30 years of experience in Corrections and law enforcement, Foreman brings a wealth of operational expertise and leadership to the ISP.
Foreman began his career in service to the country as a Sergeant in the United States Marine Corps. Following his military service, he spent over two decades with the Federal Bureau of Prisons, where he held progressive leadership roles at multiple institutions across the country, culminating in his role as associate warden at FCI Tallahassee.
“I am honored to join the team at the Iowa State Penitentiary,” said Foreman. “This facility has a long and respected history, and I look forward to working alongside the dedicated staff here to continue the important mission of the Iowa Department of Corrections. I am committed to providing safe, secure, and humane environments that support rehabilitation and public safety.”
In the years following his federal service, Foreman continued to serve in a variety of senior leadership roles across public and private correctional systems, including as warden of Cibola County Correctional Center and most recently as senior warden at Cimarron Correctional Facility in Oklahoma. His experience spans operational security, emergency preparedness, staffing, budget management, strategic planning, and rehabilitative programming.

ISP will benefit greatly from his experience and steady hand.”
