On January 10, 2023, Governor Kim Reynolds issued Executive Order 10 (EO10), initiating a comprehensive review of all existing administrative rules within state government. This order requires all state agencies to identify which administrative rule chapters will be retained or rescinded.
This page serves as a resource for the Iowa Department of Corrections (Department) as it completes its review, which is required to be finished by December 31, 2026.
The EO10 process for reviewing and determining which rules to repeal or retain includes opportunity for public engagement and meaningful input throughout the process.
The Department’s analysis for each rule chapter is documented in Red Tape Reviews. These documents explain the analysis, including rules and restrictive terms that are eliminated, and contain a proposed new rule chapter. Additional changes may be made to each proposed rule chapter as part of the Regulatory Analysis required by EO10, or as part of the formal rule-making process.
Rule reports and final regulatory analyses will be published on this page. Regulatory analyses and notices of intended action required by the order will be published in the Iowa Administrative Bulletin as they are completed.
