Paul Cornelius was named the Chief of Staff for the Department in March 2024.
With over two decades of service in state government, Cornelius brings a deep well of experience in correctional services, public administration, and strategic leadership. His extensive background in both field operations and executive-level management makes him uniquely qualified to guide the Department’s initiatives and support its mission.
Cornelius began his Correctional career in 2007 as a probation/parole officer and advanced to supervisor, where he led high-risk offender programs, electronic monitoring across the state, and drug court operations. His expertise spans program development, policy implementation, interagency collaboration, and data-driven decision-making. He has led strategic planning efforts, conducted internal investigations, and served as a lead grant writer—demonstrating his comprehensive approach to managing both staff and offender programming.
As Chief of Staff, Cornelius serves on the Department’s Executive Management Team, overseeing communications, legislative affairs, strategic planning, and public relations. He works closely with the Department’s Director, the Governor’s Office, and legislative partners to support policy initiatives, drive operational excellence, and foster a culture grounded in accountability and innovation.
“We are excited to have Mr. Cornelius lead alongside us,” said Director Beth Skinner. “His deep roots in corrections and proven leadership make him an outstanding asset as we continue our work to ensure a safer and more rehabilitative correctional system in Iowa.”
Cornelius shared his enthusiasm for the new role, stating, “It is a privilege to return to the correctional field in this capacity. I’m honored to support the mission of the Iowa Department of Corrections and to help advance the important work of promoting safety, accountability, and positive outcomes for all Iowans.”
