DAVENPORT, Iowa – The Iowa Department of Corrections (DOC) is proud to announce the appointment of Rob Metzger as the new Director of the 7th District, effective April 11, 2025. Metzger was appointed by Director Dr. Beth Skinner and confirmed during the April meeting of the Board of Corrections.
Metzger brings nearly two decades of experience in Corrections and behavioral health to the role, having started his career with the DOC in 2007 as a psychologist at the Iowa Medical and Classification Center. Most recently, he served as the assistant director in the 6th District, where he led operations, fiscal strategy, and organizational development for an agency serving more than 4,000 clients annually.
"Rob is a proven leader who puts people first," said Dr. Beth Skinner, Director of the Iowa Department of Corrections. "His passion for positive organizational culture, combined with his experience in program innovation and community collaboration, makes him the right leader to guide the 7th District forward."
Metzger has a strong background in program development, fiscal oversight, and staff mentorship. He is a graduate of the IDOC Leadership Institute, ACJI’s leadership academies, and the APPA Leadership Institute. He also serves as an adjunct lecturer at the University of Iowa and is finishing his third term on his local school board.
