SIOUX CITY, Iowa – The Iowa Department of Corrections (DOC) is proud to announce the appointment of Mark Covey as the new Director of the 3rd District, effective April 11, 2025. Covey brings more than 25 years of public safety and Corrections experience to his new role, along with a deep connection to the communities he will continue to serve.
A familiar and respected leader within the District, Covey most recently served as the assistant director, where he oversaw both field and residential operations. He played a key role in shaping District-wide policies, managing investigations, guiding strategic initiatives, and strengthening relationships with law enforcement and community partners across northwest Iowa.
“It’s truly an honor to serve as director of the 3rd District,” Covey said. “This work is deeply personal to me. I have grown with this District and worked alongside some of the best professionals in the state. I am committed to leading with transparency, compassion, and a focus on continuous growth—for both our team and the clients we serve.”
Covey began his DOC career in 2006 as a probation/parole officer, later becoming a supervisor before moving into District leadership. His earlier career included service as a police officer with both the Sioux City and Hartley Police Departments.
“Mark’s calm and collaborative leadership style, paired with his vast knowledge of the District and its communities, make him an excellent choice,” said Sally Kreamer, Deputy Director of Community-Based Corrections. “He is someone who shows up, listens, and leads with integrity.”
“Mark has spent his career working at every level of community-based corrections," said Director Dr. Beth Skinner. "He understands the challenges, values innovation, and leads with heart. We are thrilled to see him take this next step.”
Covey holds a Bachelor of Arts in sociology with an emphasis in criminal justice from Northwestern College and a Master’s degree in administrative studies from the University of South Dakota.
