DES MOINES â€” The Iowa Department of Corrections (DOC) is pleased to announce the appointment of Joel McAnulty as the new Deputy Director of Community-Based Corrections.

McAnulty brings nearly three decades of experience in community-based corrections to the role. He began his career in 1995 with the 2nd District, where he held a variety of positions related to pretrial services, probation and parole, and treatment programming. He later served as the assistant director in the 2nd from 2013-2023 before being selected as the director for the 6th District.

“I am honored to serve as Deputy Director for the Iowa Department of Corrections,” said McAnulty. “Throughout my career in Iowa’s community-based corrections system, I have had the privilege of working alongside dedicated professionals at every level who are deeply committed to serving our communities, the individuals in our care, and one another. Their influence continues to shape my approach to this work, and I look forward to collaborating with colleagues and partners to advance our shared mission.”

Throughout his career, McAnulty has been actively involved in advancing workplace culture, strengthening emotional intelligence, and implementing leadership principles aligned with the DOC’s mission and values.

“Joel’s extensive experience in community-based corrections, combined with his strong leadership and commitment to our mission, make him an excellent choice for this role,” said Director Beth Skinner. “He understands the importance of supporting our staff while continuing to strengthen outcomes for the individuals we serve. I am confident he will be a valuable addition to our executive leadership team.”

“Joel brings a thoughtful, collaborative leadership style and a deep understanding of community-based corrections,” said Chief of Staff Paul Cornelius. “His experience across multiple districts and his focus on culture and continuous improvement position him well to help move our system forward. We are excited to welcome him into this role.”

As Deputy Director, McAnulty will work closely with district leadership and central office staff to enhance programming, strengthen partnerships, and support the DOC’s mission of protecting the public, employees, and individuals under supervision.
